Obama Gestapo Raids Reporter’s Home, Takes Notes

This is from Godfather Politics.

Who will be the next victim of the Obama Gestapo?

I can see gun owners and The Tea Party as the next victims.

I also see retired military I the cross hairs also.

When Maryland police and federal agents raided Washington Times investigative reporter Audrey Hudson’s home, they were supposed to be looking for guns but wound up taking her personal notes and papers she had obtained under the Freedom of Information Act.

Hudson had previously written stories exposing problems in Homeland Security’s Federal Air Marshal Service.

Some of the papers that were taken in the predawn raid by agents in full body armor pertained to Hudson’s sources and research in the air marshals stories.

The warrant used by the police and federal agents said they were at Hudson’s house to look for unregistered firearms and a “potato gun” allegedly owned by her husband, Paul Flanagan, who is a Coast Guard employee. The warrant made no mention of any notes or documents to be seized.

A Coast Guard agent was present during the raid, but Flanagan has not been charged with any crime since the Aug. 6 raid. Flanagan has a criminal record from the mid-1980s relating to the illegal possession of firearms.

Times Editor John Solomon said Friday the Times is preparing legal action over the unlawful seizure of Hudson’s notes and documents.

“While we appreciate law enforcement’s right to investigate legitimate concerns,” Solomon said, “there is no reason for agents to use an unrelated gun case to seize the First Amendment protected materials of a reporter. This violates the very premise of a free press, and it raises additional concerns when one of the seizing agencies was a frequent target of the reporter’s work. … Homeland’s conduct in seizing privileged reporters’ notes and Freedom of Information Act documents raises serious Fourth Amendment issues, and our lawyers are preparing an appropriate legal response.”

Maryland police declined comment except to say the documents were under review. The Coast Guard issued a statement admitting the documents were seized but denying that anything was done improperly.

Hudson said that during the raid, Coast Guard investigator Miguel Bosch, who formerly worked for the air marshal service, asked her if she was the same Audrey Hudson who had written “the air marshal stories” for the Times.

The agents seized several small arms during the raid. Hudson said she didn’t even realize until almost a month later that the agents had seized five file folders with her notes and documents.

Attorney David Fischer, who has been retained by Hudson and her husband, said, “Obviously, the warrant is about a gun, nothing about reporters notes. It would be a blatant constitutional violation to take that stuff if the search warrant didn’t specifically say so. … This is a situation where they picked very specifically through her stuff and took documents that the Coast Guard, or the Department of Homeland Security, would be very interested in.”

Hudson said that while her husband has a record from more than two decades ago relating to firearms, she believes her notes may have been the real target of the raid.

“They tore my office apart more than any other room in my house,” she said, adding that the agents didn’t take any non-TSA-related documents.

“I had a box full of [Department of Defense] notes. They didn’t touch those,” she said.

Eventually, the documents were returned to Hudson, but only after Bosch said he had distributed copies to officials in the TSA for “clearance.”

“Essentially, the files that included the identities of numerous government whistleblowers were turned over to the same government agency and officials who they were exposing for wrongdoing,” Hudson said.

The stories Hudson wrote about the air marshals date back to 2005, under the Bush Administration,  so this is a bureaucratic vendetta that has been simmering for eight years.

As they say, revenge is a dish that is best served cold. It’s difficult ever to say who’s really behind activities like this that are so blatantly illegal and so clearly targeted because the culprits are protected behind an opaque wall of bureaucracy and government.

Is it possible Bosch transferred from the air marshals to the Coast Guard, spied the name of Hudson’s husband on a list somewhere and seized an opportunity? A one-man vendetta seems unlikely.

Rather, this seems like the product of the Obama Administration’s culture of paranoia, revenge and official intimidation of Americans who cross the bureaucracy. It fits seamlessly into the pattern of accessing reporters’ phone records, shunning certain news organizations and using the IRS to investigate people and groups who rub the Administration the wrong way.

The government that thinks it rules its citizens and not vice versa is by definition a tyranny. That increasingly seems to be the case with our federal government.

Neil Cavuto: “November 1st could be a very very iffy kind of a day….this could be all hell breaks loose day.”

This is from RightWingNews.

I have no doubt Obama wants civil unrest this will be an

excuse for Martial Law.

This will give Obama an excuse to try a gun grab to make

people defenseless servants.

I rather die on my feet than live upon my knees.

Fox NewsNeil Cavuto thinks the Department of Homeland Security’s $80 million outlay on armed guards to protect government buildings is directly connected to food stamp cuts set to take effect on November 1st, a day on which all hell could break loose.

The DHS announced its intention to hire a raft of new armed guards to prepare for “public demonstrations” and “civil disturbances” in upstate New York, adding that some of the guards would be posted outside IRS facilities.

Covering the story on his Fox News show, Cavuto said, “November 1st could be a very very iffy kind of a day….this could be all hell breaks loose day,” noting that the armed guards were not to protect government buildings from terrorist threats but “From American citizens because on November 1st the food stamp program is set to start decreasing the amount that is allocated to food stamp recipients….and they’re worried that violence will ensue.” …

A scheduled cut in food stamp benefits which most Americans are seemingly unaware of threatens to cause unrest next month when families will be hit with a $36 dollar per month reduction in credits.

Now why would America’s first more or less openly communist president want to reduce food stamp handouts?

Certainly the Regime is planning for unrest:

The notion that Homeland Security is preparing for riots is an admitted fact. In June, it emerged that the DHS was purchasing top of the range body armor and helmets for FPS (Federal Protective Service) guards as part of preparations for “riot control situations.”

The federal agency also ran a controversial drill last year dubbed “Operation Shield,” during which FPS agents armed with semiautomatic guns were posted outside a Social Security office in Florida.

As Founding Father of liberal statism FDR observed,

“In politics, nothing happens by accident. If it happens, you can bet it was planned that way.”

Readers will recall that in case Republicans failed to capitulate to the shutdown maneuver, Obama was prepared to cut off food stamps and have his media blame it on the GOP. If getting predictably shafted by Senate RINOs like John McCain was enough to make Boehner cave, imagine how fast seeing Detroit go up in flames again would have sent his white flag into the air.

A crisis should never go to waste, to quote former Obama Chief of Staff Rahm “Dead Fish” Emanuel — and failing to create a crisis this good would be wasting it. The crux of Alinskyite community organizing is to make people miserable and make them think your enemies are to blame. As communists have been saying since the days leading to the Russian Revolution, “The worse, the better.”

Obama has been impressively successful at making Americans dependent on food stamps, increasing enrollment from 31.8 million to 48 million. (Big Government now spends $41.3 million per year just on outreach to get more people hooked.) All he has to do is squeeze the air hose a little and voilà: millions upon millions of pissed-off low-information voters frothing at the mouth about what they have been brainwashed into thinking they are entitled to.

The media will have no difficulty channeling their anger at the Tea Party and even at quasi-socialist moderate Republicans or anyone else who could present so much as a speed bump in the way of resistance to oligarchical collectivism.

US Gov’t Stockpiling Weapons, Ammo, And…Requesting 15,000 Russian Troops?

This is from The Political Outcast.

Could this be Red Dawn?

It sounds like things are going to get real nasty.

We need to get prepared rapidly and stand together.

This is news that should cause every American, even those who consider themselves apolitical, to cock their heads to the side like a bunch of confused terriers and say, “Holy…,” “What the…,” or some variation thereof.

It begins with what is known in Russia as the Ministry of the Russian Federation for Affairs for Civil Defense, Emergencies, and Elimination of Consequences of Natural Disasters, or, as it’s known internationally, the Emergency Control Ministry (EMERCOM). It was created in 1994 by Russian President Boris Yeltsin and has a whole range of duties, which you can read about on its Wikipedia page or at its own website, but the point is that it is a legitimate agency in Russia and not a fantastical delusion conceived in the overactive imaginations of Internet conspiracy theorists.

Well, a new report by EMERCOM states that Janet Napolitano of the United States Department of Homeland Security (DHS) has requested that, according to The European Union Times, “at least 15,000 Russian troops trained in disaster relief and ‘crowd functions’ [i.e. riot control] be pre-positioned to respond to FEMA Region III during an unspecified ‘upcoming’ disaster.” The Russian troops were requested to be reserved to work “directly and jointly” with the Federal Emergency Management Agency. FEMA is a branch of the DHS. (Here is a map of FEMA Region III. Note that Washington, D.C., the heart of the country, where a lot of protests occur, is a part of that region.)

The DHS, of course, is the agency of the federal government that over the last year has purchased riot gear, armored vehicles, and 2 billion rounds of ammunition, without explanation. Juxtaposed with this news of the DHS’s request for Russian soldiers to be prepared to “help us” in a time of emergency, it kind of makes one come to reason that this stockpiling of bullets and riot gear has been for the Russian troops.

I’m not usually a conspiracy theorist, which is probably what a conspiracy theorist would say if he wanted people to listen to him. But EMERCOM is internationally recognized; they are not publishers of tabloids, but an actual division of the Russian government.

I’d love to hear theories, even from the liberals reading this, as to why the Obama administration has requested 15,000 Russian troops to come to D.C. at some point. Whatever the reason is, it is obviously an event that the US government is planning. So what are they preparing for?

State gun law threatens LI weapons tester

This is from Jews For The Preservation Of Firearms Ownership.

With all the rush by Comrade Cuomo and his goon squad

has passed laws that are harming businesses and LEOs.

These companies should pack up and head for a free

state to do business in.

Then let the state of New York go pound sand.

By Yancey Roy, yancey.roy@newsday.com – June 2nd, 2013

Dayton T. Brown, Inc., stands in the company’s gun testing facility in Bohemia. (May 31, 2013)

ALBANY – Dayton T. Brown Inc. has operated for six decades in Copiague, testing high-level weapons, armor and other equipment for the military, government agencies and private companies. Now, New York‘s new gun law is threatening part of its business, state lawmakers say.

At least one gun manufacturer says it won’t ship weapons to Dayton T. Brown because it doesn’t want to break New York‘s recently enacted ban on “assault” weapons, Long Island legislators say. Other suppliers have similar concerns.

Legislators said New York’s hastily enacted gun law has exemptions for manufacturers to possess such weapons, but not testing services such as Brown. They’ve introduced a bill to cover the company, but it’s uncertain when — or if — Gov. Andrew M. Cuomo and state leaders will entertain any amendments to the gun law.

“This is one of those unintended consequences of the SAFE act,” said Assemb. Andrew Garbarino (R-Sayville), referring to the gun control law Cuomo pushed through in the wake of the Newtown, Conn., school massacre.

Critics have said the law, rushed to a vote in January in the State Legislature hours after it was printed, has a number of holes. Among the most noted complaints: Film production companies have expressed fears that it could prevent them from using “prop” weapons and high-capacity magazines. Retired law enforcement officers worry that it doesn’t expressly continue an exemption they had under the state’s previous assault weapon law.

The issue of weapons testing has had little notice so far.

Currently, testing is not treated as part of the weapons manufacturing process under the law, said state Sen. Phil Boyle (R-Bay Shore), who is sponsoring a bill along with Garbarino to change that. Boyle said that currently if a representative of the weapons manufacturer is on-site at Dayton T. Brown, no violation of the gun law would occur. But manufacturers “don’t want to send someone down to sit around” for weeks while testing is occurring, Boyle said.

‘Everybody is on edge’

Manufacturers are now concerned that they will violate the law by shipping weapons to the company, said Robert Single, Dayton T. Brown’s vice president and secretary. He said the dilemma jeopardizes a key part of their business.

“We have all the licenses. We’ve been doing this testing for 60 years,” Single said. “We have security clearances to test some very sophisticated weaponry for the military and this [law] makes no sense. . . . Everybody is on edge about it.”

Incorporated in 1950, Brown operates at a 300,000-square-foot facility in Copiague and employs about 250, Single said. It offers engineering and laboratory testing, and technical services to commercial, military, government and industrial customers.

Its website notes that the company tests munitions, ballistics and armor for vehicles such as Humvees, among other services. Touting its status as one of the largest independent testing facilities of its kind, Dayton T. Brown counts all four military branches among its clients, as well as the U.S. Department of Homeland Securityand the airline industry.

Single said that in 2011 the company poured “significant” money into expanding its testing facilities, building a 100-meter range with concrete-reinforced walls and ceilings and high-quality air filters. The investment was designed to give the company an edge on competitors, he said. The company also exposes weapons, bulletproof vests and armor plating to heat, dust and sand to test components.

Under federal regulations, testing isn’t considered part of manufacturing — so Dayton T. Brown doesn’t enjoy a manufacturer’s exemption to the gun law, said David Mroczka, vice president for the company’s engineering and testing division.

“We just want to carve something out to protect our scenario,” Mroczka said. “We’re not retaining the weapons or selling them. We’re just giving them back to the owners.”

The view in Albany

To get the bill passed, Garbarino would have to garner support in the Democrat-dominated Assembly. A spokesman for Assembly Speaker Sheldon Silver (D-Manhattan) said the bill hasn’t been reviewed yet.

Cuomo, who would also have to support the measure, has signaled that he’s not inclined to reopen the gun control law to amendments. He agreed to carve out an exemption for current law enforcement officers. But the fate of another amendment to cover retired officers isn’t clear, even though the Assembly passed it last week. He has reacted coolly to a proposal by his fellow Democratsto exempt film productions from some of the gun restrictions.

A Cuomo spokesman said the governor hasn’t reviewed the Garbarino-Boyle bill.

The legislature passed the gun bill one month after the Newtown shootings. Though it enjoyed broad support, critics say it was enacted in haste as New York tried to be the first state to act. Cuomo said the law was in the works for a long time and has touted it as one of his signature achievements.

Boyle was one of 43 senators to vote for the bill, although he later said that was a mistake. He said the process lacked transparency and the bill contained oversights. The situation with Dayton T. Brown is one of those, he said.

“Obviously, there needs to be more technical changes to the SAFE Act,” he said. “This proposal falls under that heading.”

Will American Soldiers Fire on U.S. Citizens?

This is from Clash Daily.

I hate to think of the police and the military firing on civilians.

The same civilians that are friends and family.

They have sworn to up hold The Constitution.

So I do not see many of them will fire on civilians.

I would not fancy shooting at the police or military.

Yet I will defend my family and myself by any means possible.

I was doing a radio interview this morning and the host asked me why the Department of Homeland Security needed 1.6 billion rounds of ammunition. The easy answer for me was, “They don’t.” Of course the follow-up question for him was, “Then why are they buying it?”

And that’s the billion-dollar question isn’t it. What is the federal government going to do with all that ammo? Why do they need it? Why are they buying it? It’s unprecedented. Are we on the cusp of physical domination by the United States Federal Government? And, if so, how will the American people react?

The talk show host also asked me, “If the people were to rebel, how could they ever possibly hope to prevail against a government so big, so huge, so powerful and so ruthless?”

He had a good point.

I mean, let’s face it: they have Predator drones, spy satellites, and sophisticated online surveillance and communication systems. How could the American people ever hope to prevail in a fighting war?

Sure, we barely prevailed over the British in our original war for independence, but that was different. Great Britain was based thousands of miles away, and it took 30 days to cross the Atlantic. That was a huge benefit to the colonists. We no longer have that. The federal government is right here, right now, and firmly cemented into state and local law enforcement. The talk show host argued there was no hope of prevailing over a government so massive and powerful.

Was he right?

I brought up the Taliban and the Viet Cong as recent examples of how to defeat a large military in a techno-driven war. In the end, the Taliban will win, just as the Viet Cong did. In truth, only three percent of the colonists actively fought against the British in our war for independence. But three percent was enough.

But the big question is this: Are there still three percent of the American population with the courage and resolve to fight against an out-of-control, tyrannical government? My short answer is: I think so.

Of course, we all have our lines in the sand.

1. I will fight when they force gun registration.
2. I will fight when they come for my guns.
3. I will fight when they come for me.

No matter where you fall on that list, it puts you in the precarious position of defying the all-powerful Obama of Oz. Who is the man behind the curtain, pulling the strings, calling the shots, planning out the final moves to dismantle our liberty?

Is it Barack Obama or some other unseen dark and evil minion?

I don’t know.

A while back I had an interesting conversation with a military person who felt the federal government was about to take away the last vestiges of our freedom. I asked him if he was ordered to fire on American citizens, would he do it?

His answer was direct and unwavering. He said, “Hell no! As soon as they start rounding up people or go for gun confiscation, then I’ll empty the armory so people can defend themselves.”

And you know what? I think that’s the answer to the billion-dollar question: “Why does the Department of Homeland Security need all those bullets?” I think it’s because they know American soldiers will never fire on the country they’ve sworn to protect and defend. In my opinion, the Department of Homeland Security is no longer a law enforcement agency; it’s a brand new army with nefarious purposes.

And I have to ask myself: To what lengths are they willing to go to secure the submission of our citizenry? Are they willing to shed our blood? Will the DHS round us up? Will they take our guns? Will they enslave us? And, if we resist, will they unleash all that powerful and deadly technology against their own people?

I did a second interview today, and the host asked me: “Do you believe that DHS is going to use those one point six billion bullets to enslave us?”

I’ve done hundreds of interviews, and I could tell he was goading me, trying to get me to say something outrageous to make me look like an extremist. I answered him like this.

Do I believe they are going to enslave us? No. Do I think they are capable of trying? Yes. Would I be surprised if this administration started confiscating firearms. No – not at all. I have a very healthy distrust for our government. The Founding Fathers were masters of human nature; that was their primary genius. They knew that the base of human nature (absent some restraint and accountability) drives one man to dominate another and to accrue more and more power for selfish design.

So I ask all of you the billion-dollar question again: “Why does the Department of Homeland Security need all those bullets?”

In the quiet of your own heart, in the peaceful reflection of your own soul – ask the question, and answer it in the dead of night with unspoken words lest the drones hear you. Then prepare accordingly. You’re either part of the three percent who act, or part of the ninety-seven percent who sit idly by and watch others. The choice is yours. Live free – or die.

DHS Targets Gun Owners in Training Video on Terrorism

This is from Godfather Politics.

The Obama administration has a low opinion of gun owners.

So why wouldn’t the DHS  consider gun owners terrorist?

Have you wondered why the Department of Homeland Security has purchased over 2 billion rounds of ammunition, some of which are hollow points that are deemed illegal to use in war by international law?  Or why have they purchased thousands of fully automatic assault rifles?  Why is Obama weeding out top military leaders and only keeping those who say they will fire upon Americans if ordered to do so?

Perhaps a recently revealed DHS training video will shed some light on the answer.  In the video, they show a mock raid and news report on a house with suspected terrorists.  The house is not occupied by Muslim extremists, radical bombers or a violent militant group like Obama’s own New Black Panthers.  They portray the home to be that of a militia group with illegal guns.

They don’t define what ‘illegal guns’ are.  The video seems to have been produced either in 2009 or 2012 before any of the federal or state anti-gun legislation was passed.

Some states at that time like New York, New Jersey, Washington DC and Massachusetts, had strict gun control laws on the books, so was the training video referring to those areas only?

The answer is no.  This was a nationwide training video being used around the country to not only train DHS personnel, but other agencies that would be involved in a crisis situation.  The training has been used with local law enforcement agencies, media outlets and hospital administrators among others.

It seems the video purposely targeted gun owners and intentionally labeled them as militia groups and that all of their guns were illegal.  This is none other than straight forward government propaganda to make all gun owners look like terrorists.

It also revealed that even back in 2009, the Obama administration had their goal set to make guns illegal and to use DHS and other agencies to raid the homes of once legal gun owners.

The Obama administration may have suffered a setback on gun control, but they have too much invested to stop now.  Obama will start using executive orders to get some of the gun control measures into play and he will continue to push Congress to pass the rest.

Once they do, the scenario depicted in the DHS training video will become a reality in many cities across America.  When it does, I’m sure the streets of America will run red with the blood of loyal patriotic Americans and the law enforcement/military/DHS agents sent to take our guns.  May God help us when that time comes, and come it will.

Liberty or Security, How Will You Choose?

This is from KrisAnne Hall’s Liberty First.

Give me Liberty and I will take care of the rest.

Those who would give up essential liberty to purchase a little temporary safety deserve neither liberty nor safety.Benjamin FranklinHistorical Review of Pennsylvania, 1759
US author, diplomat, inventor, physicist, politician, & printer (1706 – 1790)

When Faisal Shahzad tried to blow up Times Square Eric Holder demanded we make our “Miranda” rights “more flexible to meet our current security needs,”  a call for the destruction of our 5th & 6th Amendments.  And Americans cheered the government’s assault on the Constitution, a.k.a. the fight against terrorism.

The government then moved on to mass SECRET surveillance of US Citizens through the FBI and partnerships between DHS and our local law enforcement in statewide “Fusion Centers”.  Don’t worry, not ALL citizens, just those the DHS has classified as “anti-government.”

CISPA may not pass the Senate and become law, but that is NO IMPEDIMENT to a tyrant.  Obama has authorized the DHS to secretly grab your internet communications and monitor YOU!

Yet, our government does not stop with secret surveillance, but BOLDLY and OPENLY tramples our rights, because Americans clamor for it to obtain safety.

All the while the warnings of our founders fall on deaf ears. Sam Adams: Let us remember that “if we suffer tamely a lawless attack upon our liberty, we encourage it, and involve others in our doom.”

This month we watched as the DoD and DHS raided homes in Watertown, MA, yet it took a regular citizen to find the perp.  Still Americans cheered at surrendering their 4th Amendment in the name of security.

Rest assured Americans will be calling for a clamp down on internet speech, 24-hour surveillance of all public activities, dedicated drone monitoring, and every other thing we can do to enlarge the police state “to keep us safe.”

Want to see the new normal our government wants us to accept? Watch the dedication of the George W. Bush Library and see how impressed the citizens are.

With a gleam in his eye and UNLIMITED POWER in his hand, we will be watching you, the government agent proclaims.

We will be secretly digitizing your face and recording your movements, he excitedly declares.  And if you cross our path, we can kill you if we simply PERCIEVE a threat, he proudly guarantees.

Over the last 12 years as our Liberty has DECREASED in the name of national security, yet terrorism has actually EXPANDED.  We have now been attacked not only by Jihadists from the Middle East, but now from Europe, as well.

These Jihadists have moved from hijacking planes to walking among us with roadside IEDs in Boston.  We are not MOVING FORWARD, we are falling BACKWARD, and the assault on our Liberties HAS NOT made us safer!

We have encouraged this lawless attack on our Liberty.  We’ve actually done more than encourage it, we have ASKED for it.

We have asked for the chains of national security to be laid upon us and are being transformed into slaves to be ordered about by the standing army. Yet the massive police presence at the Boston Marathon didn’t stop the bombing.

Not one single camera stopped the bombing (by the way cameras have no ability to stop anything).  Expanding government and enlarging the police state can’t keep you safe, but it can and will make you a tributary slave.

Inhofe, Lucas introduce AMMO act

This is from My Fox 23 Oklahoma.

I am glad to see some members of the GOP stand

up for gun owners.

We need to call and email our members of Congress and ask them to

support the efforts of Sen. Inhofe  and Rep. Frank Lucas.

U.S. Sen. Jim Inhofe and Congressman Frank Lucas each introduced the Ammunition Management for More Obtainability Act of 2013.

The legislation would require the Government Accountability Office to conduct a report on the purchasing of ammunition by federal agencies, except the Department of Defense, and its effect on the supply of ammunition available to the public.

The AMMO Act would restrict agencies from obtaining additional ammunition for a six-month period if current agency stockpiles are higher than its monthly averages prior to the Obama Administration.

President Obama has been adamant about curbing law-abiding Americans’ access and opportunities to exercise their Second Amendment rights,” said Inhofe. “One way the Obama Administration is able to do this is by limiting what’s available in the market with federal agencies purchasing unnecessary stockpiles of ammunition.

As the public learned in a House committee hearing this week, the Department of Homeland Security has two years worth of ammo on hand and allots nearly 1,000 more rounds of ammunition for DHS officers than is used on average by our Army officers.

The AMMO Act of 2013 will enforce transparency and accountability of federal agencies’ ammunition supply while also protecting law-abiding citizens access to these resources.”

“After hearing from my constituents about the shortage of ammunition in Oklahoma and the Department of Homeland Security’s profligate purchases of ammunition,” said Lucas.

“We have introduced the AMMO Act of 2013 to curtail these purchases so Americans can exercise their Second Amendment rights without being encumbered by the federal government.

I was surprised to find out the DHS has the right to buy up to 750 million rounds of ammunition over the next five years, while it already has two years worth of ammo already.

This is an issue that must be addressed, and I am pleased this legislation provides us the opportunity to do so.”

Reps challenge DHS ammo buys, say agency using 1,000 more rounds per person than Army

Republican Rep. Jason Chaffetz said Thursday that the Department of Homeland Security is using roughly 1,000 rounds of ammunition more per person than the U.S. Army, as he and other lawmakers sharply questioned DHS officials on their “massive” bullet buys.

“It is entirely … inexplicable why the Department of Homeland Security needs so much ammunition,” Chaffetz, R-Utah, said at a hearing.

The hearing itself was unusual, as questions about the department’s ammunition purchases until recently had bubbled largely under the radar — on blogs and in the occasional news article. But as the Department of Homeland Security found itself publicly defending the purchases, lawmakers gradually showed more interest in the issue.

Democratic Rep. John Tierney, D-Mass., at the opening of the hearing, ridiculed the concerns as “conspiracy theories” which have “no place” in the committee room.

But Republicans said the purchases raise “serious” questions about waste and accountability.

Chaffetz, who chairs one of the House oversight subcommittees holding the hearing Thursday, revealed that the department currently has more than 260 million rounds in stock. He said the department bought more than 103 million rounds in 2012 and used 116 million that same year — among roughly 70,000 agents.

Comparing that with the small-arms purchases procured by the U.S. Army, he said the DHS is churning through between 1,300 and 1,600 rounds per officer, while the U.S. Army goes through roughly 350 rounds per soldier.

He noted that is “roughly 1,000 rounds more per person.”

“Their officers use what seems to be an exorbitant amount of ammunition,” he said.

Nick Nayak, chief procurement officer for the Department of Homeland Security, did not challenge Chaffetz’s numbers.

However, Nayak sought to counter what he described as several misconceptions about the bullet buys.

Despite reports that the department was trying to buy up to 1.6 billion rounds over five years, he said that is not true. He later clarified that the number is closer to 750 million.

He said the department, on average, buys roughly 100 million rounds per year.

He also said claims that the department is stockpiling ammo are “simply not true.” Further, he countered claims that the purchases are helping create broader ammunition shortages in the U.S.

The department has long said it needs the bullets for agents in training and on duty, and buys in bulk to save money.

While Democrats likened concerns about the purchases to conspiracy theories, Republicans raised concern about the sheer cost of the ammunition.

“This is not about conspiracy theories, this is about good government,” Rep. Jim Jordan, R-Ohio, said.

Rep. Darrell Issa, R-Calif., who chairs the full Oversight and Government Reform Committee, said he suspects rounds are being stockpiled, and then either “disposed of,” passed to non-federal agencies, or shot “indiscriminately.”

If that is the case, he said, “then shame on you.”

THE GREAT DHS AMMUNITION STOCKPILE MYTH

This is from Breitbarts Big Government.

I hope this is correct that the stockpile is a myth.

But I have some serious doubts.

There are dozens of articles hyping government purchases of ammunition over the last nine months. After spending weeks researching this topic, this is a collection of commonly held myths that are based more on panic than fact.

With the recent release of a letter from the Department of Homeland Security to Senator Coburn, the numbers we calculated independently seem to corroborate the narrative coming from DHS. The concerns surrounding DHS stockpiling ammunition are nothing but more fear-mongering and largely unwarranted. For once, here are the facts to set the record straight:

MYTH: DHS purchased 750 million rounds of several different types of ammunition in August 2012.

FACT: The DHS contract never stated 750 million rounds at any time. It is a five year contract with a maximum purchase of 70 million rounds over the life of the contract.Military Times recently addressed this issue as well.

MYTH: DHS purchased an unprecedented 450 million rounds of .40 S&W 180gr hollow point bullets in 2012.

FACT: This is a standard five year contract that follows a historical purchasing pattern of DHS. Furthermore, it is not an “unprecedented” purchase by DHS. In fact, it is not even a purchase by DHS but by Immigrations and Customs Enforcement (ICE).

Starting in 2003, orders of 50 million and 225 million .40 S&W hollow point ammunition totaling 275 million rounds were purchased. After the expiration of the five year contracts in 2008, ICE purchased an additional 575 million rounds of .40 S&W hollow point ammunition with two separate orders (200 million and 375 million). Now, with the expiration of the 2008 contract, ICE has ordered a maximum of 450 million rounds over the next five years.

MYTH: DHS recently purchased 21.6 million rounds for their New Mexico Training Center.

FACT: The math doesn’t add up. The FedBid listing is actually for 240,000 rounds.

MYTH: The estimated 1.6 billion rounds purchased by DHS would sustain the military for over 20 years.

FACT: This myth was even reported by Forbes. While this number is comparable to rounds expended at the height of combat in Iraq, the actual ammunition produced for the military annually is, quite ironically, 1.6 billion rounds. Many conspiracy theorists are not accounting for ammunition expended in training.

A well-trained police officer will expend a minimum of 2,000 to 5,000 rounds per year, yet may never fire their weapon in defense. There is a significant disparity between rounds fired for training and those fired in a real world scenario.

Similarly, DHS agencies train quarterly, with an expectation of using 1,000 rounds per year per firearm for training and qualifications, while an officer may never fire a single round from their firearm on duty.

MYTH: DHS purchasing a wide variety of calibers for training means they are training for war with the American people and to utilize common civilian weapons.

FACT: DHS has purchased large quantities of ammunition in a variety of calibers once in20062008200920102011, and 2012. The orders included .22 LR, .44 Magnum, 7.62 x 39mm, .45 LC, and a variety of other popular calibers to be used at several Federal Law Enforcement Training Centers across the country by a wide variety of agencies and entities.

MYTH: The government is purchasing 1.6 billion rounds to cause shortages on the civilian market.

FACT: Actually, the total number of rounds purchased from late 2011 to 2013 is less than 800 million rounds over five years. Conspiracy theorists have overestimated the round counts by at least 800 million rounds. Current orders mirror prior purchases totaling 766 million rounds from 2006-08 and 454 million in 2003, all over five year periods.

The total for government purchase orders on a per year delivery basis calculates out to less than 160 million rounds purchased this year. For perspective, the National Shooting Sports Foundation and NRA estimate a minimum of 10 billion rounds of ammunition is produced domestically annually. This translates to the Department of Homeland Security affecting 1.6% of the market share of ammunition domestically produced.

recent response by the Department of Homeland Security to Senator Tom Coburn reflects even lower numbers. In 2013, DHS expects to purchase $37 million of ammunition. This total is in between the last two years of purchases and puts their total round count closer to 105 million rounds. In reality, DHS has closer to 1.05% of the total market share for this year and far less than the last three years.

MYTH: Then why can’t I find ammo? What’s causing the shortage?

FACT: We’re causing the shortage. As an employee for a major firearms retailer, I can testify we receive shipments of the three highest demand calibers (9mm, .22 LR, and .223 Rem/5.56 NATO) at least 3-5 times weekly and in quantities far exceeding our normal shipments. We see as many as 1,000 boxes of ammunition disappear in as little as four hours.

People are responding to the unknown with fear and hoarding of ammunition. Manufacturers are replenishing the shelves, but the civilian market is buying it too fast due to warranted (and unwarranted) concerns. Don’t believe me? Ask your dealers, or wait at a local Wal-Mart.

MYTH: If the government isn’t stockpiling, why would they purchase so much at once? To save money?

FACT: The government purchases large quantities of ammunition in ID/IQ (Indefinite Delivery/Indefinite Quantity) orders, only guaranteeing to purchase as little as 1,000 or 100,000 rounds per year. The large orders lock in rates in the event ammunition prices increase as they have in recent years.

For instance, a large order means DHS can purchase ammunition in 2012 at 2008 prices from a contract secured in 2007. However, it can translate to manufacturers passing the cost onto consumers. But remember, these orders account for less than 1.6% of the annual market share for just domestically produced ammunition–not including foreign imports. For now, price increases are demand related.
